Results of the three-year effort to build capacity in China to address the need for energy-efficiency policy in that big country as it makes a transition from central planning to market mechanisms. The presentation describes the work that was done as well as the successes and problems in the project. The presentation is required by the Chief Technical Advisor of the project, Bill Chandler.
